Due to the rapid decreasing on development available land, changing in demand, decrepit facilities, hence active utilization of existing national buildings and is required. Despite such conditions, there is no enough information to know the current situation of national buildings and no criteria to judge application level.

This study aims to analyze the real condition behind this lack of efficiency in national facility utilization and also found standard for determining, in order to set up a general framework for public facility utilization policy.
