This study seeks to propose a strategy, or policy, for the redefinition of public building that works as a center point of regional-based cultural society. The initiation is from recognizing its failure to function as a service facility that provides for local residents due to the lack of publicness.
For this purpose, the development of public building that has only so far been kept to customary manufacturing systems run by administrative officials, was scrutinized via the justice system. Further, layed out plans by the central and local governments that focuses on community revitalization was studied upon. Based on these analysis, research was carried out on five local governments with varying demographic degrees. Actual condition was determined by finding out how community architecture was shaped and operated in each district and what form and dimension it took on.
