The Policy Strategy for Building Architectural and Urban Space Archives in Korea

Summary

 With recently increasing social demands for the architectural and urban space, players of carrying out policies have become diversified, and quality of design required in related areas has been remarkably improved. To prop up changes in an environment of policy-making and to socially share experiences of diverse policy players, there is a need for advancement in management mechanism of social records with regard to space.

 Unfortunately, however, this is not the case when it comes to the reality facing us. For example, design models, presented to public competitions of design that are in search of optimal alternatives to design, have not been properly managed due to lack of criteria in public records management. In addition, even if the effort has been made to restore historical significance of corresponding locations during urban redevelopment, the absence of records for what the locations looked like before development has made it difficult to make an appropriate plans or designs. Furthermore, although the central and local governments and civic organizations participate in the creation of architectural and urban spaces, records and information on policies and projects of various players have not been managed in an integrated manner. As a matter of fact, in the Article 3 of the Basic architectural Plan from the Enforcement Ordinance of the Fundamental Law for Architecture(enacted in June 20 2008), it is stipulated that issues on establishment of record resources regarding an environment of buildings and spaces should be included in a bid to address problems associated with social production and distribution system for information of space records. However, studies on specific policy direction or implementation strategies are still insufficient at home.  

 Against this backdrop, this study aims to produce a policy direction and implementation strategies in order to establish national management mechanism dealing with records of architectural and urban spaces. To this end, this study redefines a concept of an archive for architectural and urban spaces, suggests the policy direction based upon case studies of related system and policies and recommends concrete action strategies by conducting a pilot research into record establishment and evaluating a result from it.
