Summary

The full implementation of the Framework Act on Architecture, which went into effect in June 2008, has laid an institutional foundation to actualize a sustainable policy based on public values of architecture that is to replace existing supply-oriented development policies. Coupled with this, in order to create a mature social infrastructure propped up by high economic growth, it is imperative to shift from individual-oriented to public-centered values. To achieve this, it is urgent to meet the qualitative requirements of the public living environment, which has emerged as an urgent policy task in the domestic architectural and urban field.

In this transitional period, both the state and local governments should newly develop systems and laws, and restructure existing systems in order to improve the quality of buildings and spatial environments. In addition, they should establish and implement effective architectural policies so as to create a pleasant living environment for the people and enhance the cultural and technological levels of buildings and spatial environments.

This study aims to provide basic data required to establish the Master Plan for Architectural Policy which is expected to play the role as a steering gear for national architectural policies, and present guidelines to the Master Plan establishment which can be employed for the actual Master Plan formulation.
