Summary

This research has been created against the backdrop of local government test projects and regeneration strategies not effectively revitalising local cities which have declined due to the sprawl phenomenon and industrial structure changes.

Over the last few years the local government regeneration project has been promoting ‘support law for urban regeneration’ , ‘special law for revitalisation of local market and retail shops’ (promoted by the Small and Medium Business Administration) and a project on ‘urban redevelopment by urban and housing regeneration law’. The project led by Local government law and the Small and Medium Business Administration is focused on making facilities for public convenience, such as road side tree arrangements, parking lots, resting facilities and toilets for the public. This can be understood as a regeneration strategy which brings visitors and reinvigorates the local economy. On the other hand, city environment improvement and redevelopment projects are focused on repairing facilities which are led by the private sector. However, these projects are not providing a holistic solution to the urban regeneration.

Therefore the aim of this research is to suggest the necessity for a leading project to revitalise inner cities. This was based on the recognition of problems from limitations on past projects which focused on improvements to facilities which were only effective in the short term and lacked foresight, so were not effective in revitalising the cities. The aim is also to suggest the importance of keeping public spaces that will promote social and economic regeneration and to suggest political solutions which will lead to the gradual spread of urban regeneration.
