Reasonable Implementation Strategy for U-City

Summary

U-City projects in Korea have just passed the R&D stage, and several practices in planning and implementation have already been launched at municipal level. However, to be validated as a new type of public project, further discussion is needed on how to plan, construct and operate a U-City. This study is to seek for reasonable implementation strategies for U-City, to provide on-going U-City projects with more efficiency and sustainability. The term 'sustainability' refers to economical and physical sustainability in short-term, while including social aspect in long-term.
Technological, operation, and spatial characteristics of U-City were reviewed and derived suggestions are as follows:
First, U-City projects possess a nature of convergent industry in which many disciplines are interrelated. City planning, land development, IT, and related industries are closely combined within a project, and this whole range should be taken into consideration. Particularly, as the construction industry usually considered to be very reluctant to change while IT industry is known for its liquidity, a huge gap between them can be found easily in U-City projects. An accurate diagnosis on urban problems should be conducted in advance, so that appropriate U-technologies can be applied. To enhance its adaptability toward rapid changes in technology. relevant procedures and decision criteria should be guided.
Second, in operational aspects, it is recommended to 1) have an authorized organization with sufficient man-power, to take full responsibility on implementation and operation, 2) maintain balance between public interest and profit from U-City services, and 3) reflect social and cultural changes in U-city plans.
Finally, in spatial aspects, it is desirable that, eventually, U-city plans could be converged into the existing city planning system. Especially, USP and District Unit Plans should be compatible with and complementary to each other. It is also important to maintain constant and balanced feedback between U-technology and U-space, through institutional and practical supports.
To verify such suggestions, a survey was conducted on the actual state of U-City projects, targeting municipal officials who are currently responsible for the U-City projects. As a result, the duration of a typical U-City projects was between 1~3 years. Most commonly operated service field was transportation. Preference for transportation and administration services is probably due to their low sensitivity to social and cultural factors. Since they don't demand complex analysis, it is relatively
easier to adept them than other U-services.
