Summary The Ministry of Land, Transport and Maritime Affairs is promoting the urban regeneration policy under the 「Special Act on Urban Regeneration Activation and Support (enacted on Dec. 12, 2005, the Urban Regeneration Special Act). Based on Article 4 of the Special Act on Urban Regeneration, the "Basic Policy for the Restoration of the National City" sets the first goal of the revitalization of the national city as "Creation of job creation centered on creation economy and strengthening of city competitiveness". Urban Regeneration Leading Regional Government Expenditure Project is moving from the business plan to the stage of business execution, but the foundation for creating creative jobs is weak.
