Summary
In this study, searching the existing legal system and referring to similar cases such as ‘Safe City project’, ‘Emergency Management town project’, which was to find the problems of our institutional environment and to deduct the implications of others were implemented. And then the ideal direction and the guideline supporting the projects were proposed through analyzing the monitoring results.
