Public buildings have impacted on the quality of citizen’s ordinary life as a function of community and have a very important role as a landmark that form a cityscape. However, previous public buildings have been constructed through the decision making system based on the supplier only; therefore, it has led to an uniform planning, which all local areas have similar function. Especially, there were many problems that practical businessmen executed in the early stage of planning works as an administrative work, and the participation of local specialists were limited by the lack of funds to create high quality urban environments through a systematic and specialized plan.
The aim of this research is to understand the real condition of the design quality of public buildings, recognizing the importance of public buildings and to develop the design quality indicator for setting up the managing system of design quality as a practical method for improving design.
